Penalties like that should be made regular to serve as a deterrent. As if it's not even hard enough for people to risk gambling, then there's at the backend that mischief to not allow them win at all. Yes, it's common knowledge that the house (casino) will always have an edge on their customers but there ought to be a level of consideration not to over do it.
