A nice pick though, but I don't know why people think that Chelsea will perform better this season. I personally do not see Chelsea doing better than Aston Villa this season. Although, Aston Villa is going to be distracted by the champions league as it is their first in the recent time, but I strongly believe they will finish above Chelsea in the table. I also do not trust Tottenham at all. Also, if Manchester United could change their coach, they'll definitely make the top 4.

See my list;
1. Manchester City
2. Arsenal
3. Liverpool
4. Manchester United
5. Aston Villa
6. Tottenham
7. Chelsea
8. Newcastle
9. Brighton
I am also not sure Chelsea will be able to be in the top 5 because their performance is still doubtful this season unless Chelsea still stick with the same coach as last season maybe Chelsea can be better last season Chelsea finished in 6th place thanks to Pochettino but I think this season maybe Chelsea will finish in the middle of the table maybe 10th place.
Meanwhile I am not sure about your choice that puts Manchester United in 4th place in the standings because in my opinion Man United is not better than Tottenham and Aston Villa I estimate Man United might finish in 8th place in the final standings this season even though they change coaches, because the current Man United players are not in their best form and the new coach who will replace Erik Ten Hag must be able to revive the club's motivation and it is not easy it definitely takes time.
Obviously my choice of placing Manchester United in top 4 is controversial, considering their present performance. But I did consider some things which includes;
1. Manchester United has a better squad compared to last year;
2. Manchester United management might fire Erik Ten Hang in the next few matches if he remains poor. If this happens and a new coach is employed, Manchester United will make top 4. Otherwise, there is no way they will be there with their current coach.
