I agree with you that a casino or any other business has the full right to ban a user’s account and seize his funds if they find out he violated their ToS. In some cases and out of generousity they will let the abuser withdraw his initial deposit unless he already has withdrawn more than he has deposited.
But in this particular case, Shuffle promized to pay him the 111mbtc!
