Why not just create your own account ? what  benefits would someone get from using yours ?
Probably he has got some history of past many clients with those accounts. But it's not recommended in doing this, freelancers are working based on their skills and reputation. So, renting out someone's account just to get hire doesn't make sense, your work will be credited to the account owner and not you as an individual freelancer. It doesn't make sense in doing this, you're wasting money, time and glory from doing this. It's possible that the rentee doesn't own the identity from those accounts by saying he's got male and female accounts there. Another thing from that platform, with the last that I've read from someone who's moved to another freelancing marketplace is that, it's now has a lot of scammer clients.
many developers have get suspended and needs new accounts to can earn money, they don't care if not are the real owner, only matter have monthly income doing jobs online.
They should find another platform to advertise and establish their own names. But why is it that they've been suspended? they need a new account but it shouldn't be under their name. If they can't contest the suspension then it's probable that they've made a major offense which is written in their code of conduct or TOS.
