England doesn't have the capability or resources to carry out a terrorist attack of this scale. They are of course participating in the ongoing genocide in Palestine and the terrorist attacks with their American coalition, but that is just participation.
There is also overwhelming evidence that shows the US regime was behind it. From the fact that they have done this before in Iraq all the way to the USAF electronic warfare planes being present in the region and used for this terrorist attack
