We are all aware of the attraction of a well paid signature campaign, it makes any member consider signing up because the money is the dominant factor. If this attempt was from a genuine member it would have seemed out of character whereas coming from a heavily tagged account, it does make you wonder why you would even bother when even know you do not stand a chance.
