Yes, the 1st wallet i made in electrum was view-only (because i didn't knknow what i was doing) and i created it by just importing the wallet address and it showed the correct $184. The 2nd wallet i made with the alicebob wallet seed phrase and it shows the $1 that is currently reflecting. Its like its not even related, but alicebob does generate a new wallet address everytime. There were no other wallets i was using at this time either.

The funds are still there which is a good sign and it shows that you still have the chance to recover the funds.
As you mentioned earlier that you were able to create a view only wallet and see the funds there and so the next step is get to hold of the private key for the bitcoin address and then either sign the transaction to transfer the funds or import the private key to access the funds directly.

Also, let us know when you imported the seed phrase into electrum the 2nd time, were you able to see the bitcoin address that had the $184 balance in it ?

Since you said that you are only able to see $1 in the wallet it might be the case that the derivation path you used while importing the seed phrase might not be the same as used in AliceBob wallet.
Try using a different derivation path while importing the seed phrase in Electrum and let us know what happens with screenshots for further clarity.
