Note: when i first tried to import my alicebob wallet i just used the wallet address (the one referred to above) and it shows the $184. -snip-
If you create a new wallet in Electrum using the Import Bitcoin address option, the wallet becomes watch-only and can only display the Bitcoin address and balance without you being able to spend it.
-snip- The second time i used my seed phrase and the 2nd wallet created shows only the $1 that is incorrectly being shown in my alicebob app. What does this mean?
Have you selected the BIP39 option when creating a new wallet on Electrum using the Seed phrase from AliceBob's wallet?

-snip- but alicebob does generate a new wallet address everytime. There were no other wallets i was using at this time either.
Several other wallets also do the same. You can also read the following article from Trezor:

After seeing your concern I also looked into it but it seems to be a scam site. Google play store, appstore and extension links are provided on their website but I could not find any application of the site from google play store there.
My logic is that if it is a scam site, then they will try to register another new application link so that it can remain on Google Play if Google actually removed the previous application due to the many scam reports from users.
Although I haven't tried the other two, such scam sites that don't have good reviews should be avoided.
I've tried the iOS version of AliceBob Wallet:
