Imagine, you're a country with lots of enemies, strong and weak. You're weakened by 2 years of war. Next move out of all the options available to you is to attack a remote nation with nuclear strike capability and a strong navy, a nation you can't possibly defeat, unless by using long range nuclear missiles.
