What makes you think that PEPE won't survive? Your call.
First off, PEPE is a new "meme" coin (compared to the rest of the pack). And second, it lacks real use cases (which is typical of "meme" coins). Since it's a highly-speculative investment, you'll never know when it'll go all the way down the drain in an instant. It's a gamble. At least, Shiba Inu has its very own L2 network (called Shibarium) and other exciting stuff (like staking BONE and LEASH for extra rewards).
There's not much you can do by holding PEPE. Same goes for BabyShibaInu, Floki Inu, and the likes. So there's that. I for one, believe 99% of "meme" coins will disappear in the future. Only Dogecoin will survive. But who knows? Crypto land often comes with surprises. Thus, expect the unexpected.
I do see valid points of yours, and it's really well thought out to be investing in something that at least - tries - to have some use cases.
Many memecoins will die, even up to 99% as you said, but there will be 999% more of them when the time comes for the oldies to go, in my opinion
