Yes. I was just correcting OP - what he wrote seemed like it was free for winners of ANY previous auctions ("If you have ever won an auction on scarce city before"), but it's (as it seems to me) just for winners of 4 most recent specific auctions.
Yep, correct! The 4 free are reserved for the Hero of Bitcoin auctions and the discounted are for past Hero of Bitcoin raffle ticket purchasers.
