I still remember, that stake make pops up "term & condition" to make the user re-accept again about the rules. So, this kind of cases is kinda in a gray are but from my perspective mostly the users are gonna to have a problem (leading the account to bans).
Well for this one I still remember yeah about 2 years ago, every user must click agree if they want to continue the game or check the account I even have to scroll down to find the 'agree' button.
