Do we need to run a campaign or can we hire these users without a campaign?
You can hire those members directly without running a signature campaign, but I would advise you to do that only if you ate famial with this forum. Otherwise I would suggest you to head over services and create a thread in which you are looking for signature campaign manager who can help you to get the best possible promnotion for your money.
