^^^It is just a like trying to get a right answer when you are asking the wrong question in my view. The OP speaks about poverty and gambling, which is already something of a red flag. Gambling is only for fun unless you are a professional player - e.g. a Poker professional, which is usually not the case if you are poor since you will probably have not money to play and not that much free time to do so.
When one plays gambling for fun it does not have much effect on him but when one chooses it as a profession it causes him a lot of financial loss.  Because the more serious you are in gambling and the more you panic, the more you will lose.  So of course gambling can make someone poor. But it is not very fast. A person gradually increases the amount of gambling as he gradually becomes addicted and gradually loses his wealth.
Yes, playing gambling for fun will always be recommended because gambling is not for making money. We can not resolve poverty problem from gambling but that can make someone bankrupt fast.

When a poor people playing gambling, he must know that he can lose all the money he have and that will makes him can not fills his daily needs.

Even if he is a pro gambler, he does not have to use gambling to makes money. He will not know when he can win from the opponent so it is better he have a job that can helps him to earn money. He must remember that gambling can make him poor and not have money at all.
Poor people should gamble with little amount of money that they can avoid losing and not with funds for basic needs if not it will affect them negatively. It is when you think that gambling is a means of making profit that you are in a big problem, because they little that you have would be taken away from you by the casino no matter how rich you are. Gambling is a road to poverty and destruction when done in the proper way because it will ruin and frustrate you when you become addicted.  I have a friend who got broke due to excessive gambling, and he vowed not to gamble for the rest of his life and when i asked him why, he said that gambling have deprived from from a lot of opportunities. I told him that it wasn't gamble but it was his desperation of make profit from where he didn't sow from.
