So Paypal charges about 2% to buy/sell Crypto. Coinbase charges ... 4% to add money, 0.4% to buy/sell? It's also easier to buy on Paypal since banks trust them and most people have some PP income already.
What about P2P? Is chargeback an issue that discourages you from doing that? It is definitely not as easy as using PayPal and clicking one button to buy stuff, but I'd be surprised if nobody offers that in your area. Maybe you can try the alternative non-KYC swap exchange promoted in this forum. Relying only on PayPal or Coinbase doesn't sound too great IMO. CMIIW.
