If someone is addicted to the point of harming their own life, it is a case of medical help and not government decisions, because for an extreme addict it doesn't matter if the government prohibits it, the addict will find a way to continue playing...

Then were should allow people to do drugs, commit suicide, burn themselves, and mutilate because, it's their life right, and they have all the rights to do whatever they want with it?
Now, who is paying for the consequences of one destroying his life, because that's the thing, for 20 years at least money has been spent on this individual by society, he has used the money others have worked for and when is his time to contribute he chooses to destroy his life and guess who is going to foot the bill for all his actions, and this coming short of the uy not doing anything that might hurt somebody else.
The true cost of completely different from what you imagine, imagine a society where 10% are throwing their life away and living only to steal, get in debt, and lose money on gambling. Should that be ok because it's their life their choice?

But with the use of VPN, it is for sure that many will still be able to gain access.

You would have to be a special type of masochist to use a VPN to a casino that knows you're not allowed to play, they are not allowed to offer you their services and go through all of the trouble to find a payment that would never connect to your identity all that for an out of the blue KYC requirement to get your account frozen and your money seized.
