If there's real counter action made and still they allow online gambling site to operate nothing will happen to what they are supposed to be fighting for. It somehow leave some impression that they are only going after for the money they can get and not actually care about the welfare of their people.

But we cannot see yet the real statistics of current decision they made, if we can really see that those regulation they do could really minimize gambling addiction. Since after all gamblers will always find ways to access online casino since there are VPN friendly platform so for sure most of them would go there.
However, I agree with you that we should waits for the result from that regulation and what will happens in the country. If the result is good and gives a significant good progress, that means the regulations gives a good impact to the country and the citizens.

But as you said, gamblers will search for a ways for them to keep playing gambling. If that is happen to us, maybe we will do the same thing like them. We will difficult to leaves gambling as suggested by the government but we must have control over ourselves so we don't get the problem from gambling. That is what we must concern when we decide to keeps playing gambling. If not, we should leaves gambling and not get in touch anymore.
Before this regulation came into full effect, one of the ways I remember that the Brazilian government used to check gambling activities was by taxing gambling earnings or wins about 15% of the money and this was assumed to be enough to reduce gambling activities.
Am shocked to see that same government has totally closed over 2000 sites because they are either illegal or fo not fulfill the policies of the government.
I hope jobs would be created to cover this lapse in gbling earning.
