In inclusion any nation that wants her Economy to grow and develop should invest in the area of capacity development of her citizens by way of setting up quality educational systems, vocational skills that will make her citizens to be ready and fully equipped to develop their nation when given the opportunity.
You mean to say, @OP Human capital development, not human capacity development.
The two can easily be taken to mean the exact same thing, but not true; there is a slight difference between the two.
I'll explain;
Human capacity development focuses on the development of yourself, maybe your skills or in any other area, for the benefit of yourself, while human capital development still involves the development of your skills, but now as a benefit to the economy of your country, not only yourself.
