I don't understand why everyone went after the clickbait-ish title of that article and continues to say closed and shutting down!
The government didn't close or shut down 2000 sites!
Exactly in the same article, there is this line:
The finance ministry said it had identified 2,040 "suspicious domains" which it had asked the telecoms regulatory agency Anatel to block.
So they didn't shut them down, they didn't close them, they are simple, not accessible while using a Brazilian ISP without a VPN, the websites are still active, and it's highly probable a few of them on that list don't even know of the ban as their Brazilian users are a tiny fraction of their overall clients!
