The most important thing in this is that they didn't even care about those websites and didn't bother with them case by case, they told everyone to get licensed, and whoever gets one is unblocked the rest will stay on that list, and the authorities seem to not care a bit on anything else.

With such a huge number of websites (2000), there’s no need to reach out to each one individually - a single law would already set the guidelines they need to follow to operate legally, covering all necessary compliance info. But it’s clear now that some sites only aim to make money without any intention of paying taxes, which is why they’re getting blocked now.
