Don't you find a contradiction in your words? Is it really profitable for the government to take care that its citizens do not become addicted to gambling? No, it is not so. If a person stops playing, then taxes will not be collected from him, and the casinos themselves will not receive income and the state will not receive anything for the treasury. So think about this fact. Yes, I understand that it looks very cynical, but this is the current reality and nothing can be done about it.
You can imagine what will happen if many citizens addicted to gambling? That will gives more problem to each families to take care on of their family's members who addicted to gambling. They can commits many bad things as someone who addicted will needs money to keeps playing gambling. If crime increase in that country, that will makes the government busy to solve it and they must search for the root of the problem. And when the government find the root is because gambling addiction, they must help their citizens because that can impact to many things. The government can get taxes from the other businesses and they will realize that they can not get the tax from the gambling business because that can makes their citizen in trouble. But we know that many officer governments in many countries can be bribed by the casino so the casino doesn't have to pay the tax.
