There is nothing like hypocrisy in this case. How do you expect a woman to expose the sensitive part of her body in public? Both sexes don't have the same body structures. Men have chests while women have breasts and it is generally believed that the female part is sensitive. It is common to see men topless because the male chest has not been sexualized globally. I don't know if females are attracted by the chest of a man but I know that the breast of women can arouse the sexual urge of a man. If a female goes topless in my area she might be seen as insane and taken to a psychiatric hospital.
