Since the post mentioned newbie, I think the emphasis is on forum account and like you said, scammers or hackers will have no interest in a newbie account but higher levels of forum accounts.
I have the feeling that OP meant to say how to protect the account as a newbie and if this be the case, the simple answer is to read the forum rules and avoid breaking them, that way the account will be protected. The greatest challenge of newbie accounts is plagiarism and the use of AI as well as spamming, if they can avoid these, then they are already 50% safe.
Op did not specifically mention which account he meant, if he really meant the Bitcointalk account, he doesn't need to worry too much for the time being because it is very unlikely that a Newbie account will be targeted by hackers, unless the account can already use an Avatar of at least Full Member.
The picture is very clear, reading the guide will be very helpful in maintaining account security, but if it means Exchange, Casino or Wallet accounts, maybe the security method chosen depends on each user. At least he should use a strong password and an email that can be accessed at any time to keep his Bitcointalk account secure.
