The bad casinos can block that members when they wins many times with big money because they don't want their money gone to the members hands.
Not only bad casino can restrict players that winning too frequently or with huge positive profit but almost every casino. It’s not a bad move to restrict profitable players since they are business after all and they can’t continue their operations if gamblers consistently drain their funds assuming that there will be player that will be in consistent profit.
Maybe there are some gamblers who can win consecutive and that is a big money and if they don't commit a cheat, casino will allow them to withdraw the money. And that will depends on the casino itself.
I personally win consecutively for a long time without experiencing restrictions. But I experience long streak too so this is the other angle which casino considering for not banning me immediately.
