It could turn into a nightmare of personal accountability for the civil servants involved in the operation. If I were one of them, I'd try to waste time and avoid the selling until the new boss ok's it 
Accountability in the government? LOL. Losing a trillion dollars barely raises an eyebrow.

As soon as politicians are elected they become civil servants, even presidents. They are servants of the public, especially the voters who elected them.
I hate insubordinate servants.
