The question is not where they have to wager and how much; now, the question becomes whether the player has an option to opt in for the bonus or not.
That’s definitely not a question - no licensed casino could make up a rule to scam gamblers. And yeah, it’s a scam if they automatically include a bonus with wagering requirements on the first deposit without giving you the option to opt in or out. Good luck with your efforts, though.
