Am I the only one experiencing this language issue? I tried to move to the page where I can either create an account or sign in with the link he shared (Bitcointalk exclusive) and the page keeps coming up in a language that isn’t English and I can’t even create an account there.

I can't seem to replicate the problem on my end. Though, I noticed from your screenshot, there appears to be "due to high traffic, you may experience interruption"? and I do not see this notice anymore as far as english language is concerned -- i did change mine to english though some bits in the moving announcemens are still in local language. So maybe it has been fixed and you may try again.
Otherwise, perhaps try a different country? or browser or device.
