it looks like one of those machines that you see in arcade centers, I used to play them a lot since it can multiply your tokens when you win and as I grow I realized that those machines are basically gambling but instead of real money you are using tokens.

anyway, if it is illegal, the only thing that you can really do about it is either report it to the authorities or you can bring it up at townhall/community meetings(if you have those) and express your concern, I am sure there are parents who will be concerned about it too.
I also found similar game machines in the center of Time Zone and indeed it is very common for these kinds of games.
Using tokens or from cards that have already been provided, but we need to top up the balance to the operator, Not using coins anymore like the old game machines.

Whether this includes gambling games or not, because time zone centers and games like this are already common in my place.
But there is no loss of any money, this is just a game machine for fun. It will not even result in addiction, with the note that the player is not too ambitious to win from the machine.

As in the doll claw game, etc., if you are too ambitious to get a doll, you need a lot of money to be able to do it because the claws are not strong and indeed it has been set by the operator so that you cannot lift the weight of the doll, but in some games the grip will be strong again.
