I am pretty sure that those machines aren't legal but there is much corruption in my country so I bet there is some big fishes making money on bribery allowing that those machines keep working on the corner stores.
You are sure they are not legal? You need to prove that before you are sure. This kind of machine is not new in big city hubs where children's shopping meets fun and I don't think such an obvious service can be hidden from the government. Why haven't they complained or sanctioned them?

1. I wouldn't call this a problem and I've never heard the story of children being uncontrollably addicted to such. Even if they want to, the fact that they are still under the control of their parents will curb that and as soon as they grow, they forget. Some will not even go there over time because they will see it as childish when they grow older.

2. As I said, the authorities must have known about it.
