If this was a problem then Japan probably has to close down because of how rampant gacha machines in there. Like literally every famous anime they have would probably have their own, so you can imagine just how littered the streets are with machines like these.
These honestly don't seem like that big of a problem. Kids are much more prone to being bored you know, I reckon they'd try this out once or twice then bail out due to how simple the game is. And they don't even know the concept of money all that much so even the allure of that wouldn't do anything. You're probably better off paying attention to teens instead. And by that point it's a matter of parents being able to teach.
Well if it is indeed illegal then things should start from there first. If it's not then just let it be. If you really wanted to limit it, make the machine only accept custom tokens so that people who do want to play have to change their money into tokens first. That should be a handrail to stop underage people from playing (if it really was "gambling").
