28 and 42 percent are different numbers, but in Russia people would say they don't care how much they don't pay. When taxes are very high, people will not pay them and will always look for ways to avoid such huge expenses.
Yeah i get exactly what you mean, even 28% is high, even though it is better than the previously proposed 42% on capital gains tax on cryptocurrencies. However, who is to say they would not increase it again in the near future from 28%, the government will always look to tax people more when they are looking for revenue and it only makes things worse for taxpayers and 'forces' them to find ways to evade it.
