Ya, link tersebut (https://download.electrum.org/) bisa dikatakan adalah link sumber file-file aplikasi Electrum, dan didalamnya juga memuat index berbagai versi-nya.
Sementara di https://www.electrum.org/#download hanya memuat Electrum versi terbaru saja dan itupun link-nya tetap dirujuk ke link sumber tersebut di atas pada sub folder versi ter-update.

Kalau menurut saya pakai versi portable juga bagus, saya lama juga pakai itu (kala belum beli hardware wallet). Jadi kalau pakai portable, file app electrum-nya tidak berada di C secara default (C:\Users\AppData\Roaming\Electrum), tapi tempat dimana aplikasi electrum portable-nya berada, jika di D maka file app electrum akan berada di D juga, kalau di Flash Disk (FD), maka file app electrum-nya akan berada djuga di FD.
Jadi benar-benar lepas dari PC, dan hanya bergantung pada tempat dimana electrum protablenya disimpan. Dulu saya simpan 2 (portable windows sama App image linux) di FD untuk sebagai watch-only wallet dan sign.

In addition, portable builds encourage dangerous behaviour, because they make it very easy to use your wallet on third party computers, that might be infected with viruses and keyloggers.
I was never enthusiastic about distributing portable versions of Electrum.
I did it because the demand for portable versions was so high that portable builds distributed by third parties were getting popular.
That's the only reason why I accepted to distribute portable builds: I do this in order to avoid an even worse situation.
