it's normal to pay a high fee like 31$ when you send 50$?
Unusual, fees are just around 5 sats now or $0.55. It's quite high in dollar value because of how high the price is now. But 5 sats as transaction fee is low.
I know its my mistake that I didn't check before I sent
but this never happened before,
And is there a way to return it or fix these fees?

Transactions are irreversible and that's why you cannot alter that once you have already sent it. You can fix that fee based on the wallet that you are using like adjusting how much you are willing to pay before the transaction proceeds but it's not advisable to adjust it to the lowest that you are thinking or when it's not even close to the low priority suggested fee.
