Do I believe in such? Nope!. Have I witnessed such? Nope! But I have seen it in movie. If you see such scenes in movie, it can just make you want to think that such can happen but it's not real. I believe we have a few people somewhere in the world who believes they have magical powers but such powers only allows them to do some things and not every thing.
Magic is something that looks impossible but that is not real. I'm short, magic is fake. What that does not happen but that people are tricked to believing that it happens. So I do not know the reason this should be mentioned in this type of discussion. Although, OP further explained it to spell influencing what we bet on. In short that is not possible just as you also posted.
There's nothing to lose by trying, and I know of people who do this and they have fair results. I asked them if it really works and they honestly admitted that its more of a psychological thing to make them feel better and make them aware that all of us are guided by mysterious forces, and faith has something to do with all our action; its a confidence booster for them so they can decide clearly on their bets.
Probably you do not understand the OP. Or probably I do not understand. What you mean is still about guessing. Or is it not? But I think OP is taking it to spirituality.
