The best teams in each league usually get a chance to play in the Champions League where it is impossible to do well in this tournament unless the best teams can be made from the best. PSG have accepted that they may not do well in the Champions League but are still trying their best. As you said that PSG have a one percent chance to do well in the Champions League, it is correct because the further they progress, the tougher their opposition will be, and against that tough opposition, winning with PSG's current squad is a very difficult task. I don't expect much from PSG in the Champions League this season but I do expect them to spend enough money next season and build a good squad so that they can do well in the Champions League next season.
Doesn't really matter though, is it? I mean even if they think they can't win it, they get to play in it because they are the best team in Ligue one, and for a while other French teams did so badly that they were sixth best league, eredevise did better, not sure how that looks now. I believe we need to do much better, looks like it is not that bad or not that good at the moment neither, they could do fine.
PSG has to be aware that they are going to be at UCL every season, it would be very unlikely for them not to be there. So if they know they are going to be there, and they have this much money, then my suggestion would be trying to get some star players, they don't have that. Look at their roster, how many star players are you seeing there, trying to overpay and do Neymar type of move again, to get the best players, would be the goal for them, if they do that, and just get one star per season, they could end up with a much better team.
