Actually, it applies to all kinds of activities and bookies we could partake in, bot only gambling. We will always need some degree of silence and peace to perform the basics.
Though, It is true some activities will need one to have more concentration than others, one could gamble with some noise around, but it would be impossible to try to play chess of there is noise around in the same manner...
So I don't believe that guy who initially complained on the loud noise of the betting house was over-exaggerating or over-reacting to the noise, there are people who are more tolerant to distractions than others, that is a fact. As for myself, I would rather to have some mild background music while gambling, not doing it in complete silence... to each their own,  I guess.
