The forum doesn't perform regional restrictions neither district on IP but though if dictated of undergone/undergoing illegalities that're highily prohibited by the forum, there's a censor tool program that detects your activities and then automatically gets you banned.
This is what I can contribute here but expecting further or the technical factors is what I can't help out.
Again, everything is foggy and vague. The further we go, the more incomprehensible it becomes.

Autoban is issued automatically to any user if the censor program detects violations?

I have a friend who claims he was autobanned. He said there was no plagiarism, and if there were any quotes from public sources, they were accompanied by links.

It turns out that the censor program banned the poor guy based on some criteria other than plagiarism criterias.

Or your censor program has errors that ban people who quote public sources in accordance with the forum rules

You're not a programming tool to detect if that of your friend crossed the bridge of the forum policies if thouh he was banned or whatever autoban you may call it.
The system is more sensitive than you think so, only assume that that your friend has told you probably but don't trust.
While also talked about technical explanatory in this case, I don't think you'd likely get to grab it right if you can't have a relatively caption with the obviously and simple terms as others has contributed.
Or Maybe you can go on self research off this thread.
