It's actually a matter of approach, because gambling can and should be fun, and for me personally it's much less evil than drugs or alcohol, although of course I don't want to minimize the problems that arise from any kind of addiction. We can now discuss whether the greater blame lies with those who offer gambling or the greater blame lies with those who cannot control themselves - perhaps it would be correct to say that both sides bear the blame.
What can certainly help are much stricter rules for those who want to gamble, but this is obviously not in the interest of those who offer gambling, nor of the countries that collect large taxes on it. Ordinary people are unfortunately just collateral damage in the whole process - but everyone has the choice to stop today if they feel they are suffering negative consequences because of it.
