It simply means for you to be able to win a reasonable amount, you just have to be winning to lose a reasonable amount of money too, That's just what I understood from the number 7. Yes that is also my main point of view because gambling without having to set a specific fund to gamble would lead to uncontrollable lose as well, so as a gambler it's advisable to have fund you can afford to lose to gamble than following the rules number 7. which i think should not be followed to avoid misleading users who are yet to understand how the gambling works or those who are desperate to double their money would eventually go to increase their bet with the hope they would win in next the round or bet.
I agree with you, when gambling, you should definitely set a specific budget, which will not have any negative financial impact even if you lose, that is, you gamble with what you can afford to lose.

Whenever people put fun at the forefront it makes it easier for them enjoy the game they are playing even though they bet money for it I don't think the effect would be that harmful to them, but when they focused on the earnings and what they would gained from every game then it becomes very harmful to them because the fun moment is no longer there. Gambling as we know need about 98% of luck and 2% of strategy to succeed in gambling but most people aren't putting that spotlight on the luck aspect, although strategy is like experience and definitely ones needs it but can't replaced luck because it's needed to succeed in gambling.
