No matter how rich I get, I do not think I would be risking throwing away $30 million. I am also sure that the French authorities are making moves after this ridiculous amount of money betted to prevent encouraging their citizens from following in the gambler's footsteps. But I think instead of punishing the platform, the government should focus on how can they 'control' their citizens' gambling habits. Focusing on one platform will not eradicate people who would continue to bet this huge amount of money.
I do not understand why you want governments to focus on monitoring the financial activities of citizens in order to control their habits. It is not the job of governments to prevent citizens from following any habit or to set limits on any behavior, and their role remains limited to providing regulatory frameworks for all activities and habits that do not violate the laws of the country, including providing treatment centers and facilities to implement psychological follow-up programs for all those who have behavioral disorders, considering that they are patients who need medical care and not to control their behavioral habits. If we follow the same logic, governments will be required to limit the production, distribution and consumption of alcohol and cigarettes because they are products that harm the health of citizens.
