And since your argument is probably going to be same as in scam accusations, i will explain it:

Casinos aren't blocking restricted areas by default, because otherwise they would lose all the expats which have legal right to play from restricted countries. And they are bringing huge volume to casinos, so it wouldn't be financially practical to block them.
