He's most probably pro-crypto. If he's otherwise, the company that he leads shouldn't have been offering services to crypto companies. But Patomak Global Partners is serving crypto exchanges, crypto projects, and other companies that are offering crypto-related services. But, of course, these appointees aren't completely independent. In the end, they're following instructions. 

I haven't heard of Mr. Atkins' official reply to the alleged job offer. So, we're merely speculating here.
