Of course that's true.

Most governments around the world want to control the means of wealth production.

They want to keep their citizens productive, and by checking how much everyone is making they are able to control how much they should pay in taxes, etc.

It's a rather complex system, but if you simplify it you end up with basically a bare minimum payment for creating goods and services. That's how the majority in a country usually lives.
