About the POGO, they are online gambling dens so it's not like you are trying to find a casino in that feature but more like what inside of that building that was share by OP. They are all inside those building and that's where they will do their business. POGO's first arrival here in the Philippines was already scolded by the last president Roa Duterte.

This is politics, expect something like this will happen especially with money involved. This is one thing I don't like about politics because they always think of what would benefit them and not what wouldn't benefits them, maybe it could be a regulations issues which didn't help them of benefits them for any reason and who would love to shut it down due to their self interest and personal benefits.
