Why then doesn't he spend several million dollars on promoting the forum? To increase activity and all that. Or create some kind of system that would reward quality posts financially, or ultimately give users cash prizes.
An idea to reward quality post will raise so many subjective arguments on what is quality. If one chooses to go by merits, it will lead to increased merit farming and will overall influence the posting habits so much that the forum might lose any originality it has now.
Despite it, I literally still don't see any need why the forum should be paying users for mere providing quality post, which ought to have been the standard in the first place, because this forum is not a social media platform, such as Facebook or YouTube who generate revenue from ads and pay a certain percentage to forum users who must have met the eligible criteria for monetization. Because since the forum do not run ads for Bitcoin related projects and generating money from it, spending the little that has been kept in reserve for emergency without a replacement will be a very bad financial decision.

Hence, advertisers need this forum, more than this forum needs advertisers.
