This is a non-standard seed phrase backup. I don't think he can recover this wallet on the legacy blockchain recovery, but I think the old blockchain.info might still support it.

Since this is not a BIP39 seed, would you mind checking if your seed phrase is listed on the old blockchain v2 link below?

If you found all phrases from that list, then that is a blockchain wallet v2, and you can recover it using the legacy recovery posted above.
