Gambling is like a double edge sword and it's consequences depends on how gambler handles this sword.
I would say it doesn’t depend on the gambler. Rather, it depends on the luck of the gambler which side he gets. Gambling cannot always be a key factor in getting into poverty. If you gamble in limit and gamble that amount that you can afford to lose, then you can definitely manage the amount you lose. Now there are some people who gamble blindly; they completely trust in their luck. But as there is no proper planning, hence it might lead to poverty.

IMO it's the same buddy Cheesy, in gambling that depends on luck is only the result but when we talk about long-term safety then of course it depends on how good and smart a gambler treats his gambling activities, as said by @Watche that the consequences of gambling depend on how a gambler handles his gambling activities. Basically everything that is done with full limitations such as limiting the amount of money bet or the time sacrificed or the expectations involved all depend on the gambler themselves because only they determine everything, but I also will not close my eyes that what you said is true about gambling that must be done with full limitations.
