Hi, I bought a new computer, because my old one broke. I kept my wallet file and password for my old wallet.
Can you please explain to me step-buy-step, how I download the newest version of the Electrum Wallet and how to use my wallet file and password, to get access to my little bit of Bitcoin.

You already know how to install Electrum, considering that you have previously used it on your old computer.
You can follow the steps as mentioned by Charles-Tim here:

Or, when you have installed Electrum and created a new Wallet, you can also open your old wallet file by clicking the File menu -> Open and looking for the wallet file.

You may not only have to make use of the wallet password or the wallet file, we make use of the secret phase or seed phrase as some may call it to import our wallet back, the password used is only encrypted to the old device you're using in other to gain access to the device and not the wallet
You can still recover the Electrum Wallet on any PC using the wallet file generated by Electrum (desktop version) on the previous PC.
The password encrypts the wallet key, so you need to decrypt it first with that password when opening it in Electrum on any PC device.
