To consider the market as a bull run I don't think we need to wait for all altcoins to increase even though that could be a conclusion that the market is really a bull run. Because with the increase in the price of Bitcoin as you have seen and also by others, of course it can actually be considered a bull run, especially after that happened some altcoins also started to follow their respective price movement trends in the market because maybe it was influenced by the presence of many people entering the market and not just buying Bitcoin at the same time.
