Just the only way to buy bitcoin is to locate people from your country here in the forum, send them your address to send you bitcoin while you send CHY to them, with this while making transactions you wouldn't include any cryptocurrency related words therefore, they wouldn't question you for having transfer of money to other account. This is similar to our country as well, when you make transaction and include cryptocurrency related words automatically your account is blocked. you can transfer on P2P (person 2 person) without any restrictions, and of which you wouldn't dare using any crypto word while sending out payment to him.
Can you trust having a transaction with someone who is not ready to buy Bitcoin but prefers begging one way or another? I believe OP is familiar with Bitcoin this means he is somewhat familiar with how to buy Bitcoin if he wants to but he chose to ask for help here. However, your suggestions are good he should identify his local board there are persons who will be willing to have a fair trade with him.
Well in most cases if he try to be plan or maybe send payment first then I will trade with him but for me to send first I won't trust him, but however, his interest is not entirely to buy bitcoin as I know if he wants to buy he would do it without even coming to post here about how he could buy bitcoin but rather, how someone here will help him with some sats over here.
Like I said earlier, there are people who really needs helps but how then can we help the entire people on the street of China? Is this a magic or what and how do you think after sending him some sats he wouldn't go and make another account to repeat the same nonsense or even go asked someone else to come request as he did so they would share in percentage?
